York County

County Assessor

Salary: $66,221 – $76,610/year

Directs and administers an effective and comprehensive Real Estate Assessment program for the County. Responsible for the assessment of commercial, industrial, and residential real estate property for tax purposes and for the administration of special programs related to the assessment process. Manages and supervises professional, technical, and administrative support staff. Oversees, provides guidance, and participates in a biennial reassessment of real property parcels in the County, coordinating proper designation of land uses and ownership. Provides real estate related data/information to various county agencies. Administers the Land Use Program. Represents the Real Estate Assessment Office before governing bodies, taxpayers, and the general public.

Requires Bachelor’s degree in business administration, public administration, accounting or a related field and 5-7 years of experience in assessment and appraisal, including 3 years of supervisory experience; or any equivalent combination of education and experience.

A Certified General Real Estate Appraiser License issued by the Commonwealth of Virginia or Certified Assessment Evaluator designation from the International Association of Assessing Officers is required, or must have the ability to obtain such certification within six months of employment.

Upon hire, the individual selected must also meet the qualifications to be certified as the York County Assessor by the Virginia Tax Commissioner.

Possession of a valid driver’s license issued by the Commonwealth of Virginia with good driving record mandatory.

Experience in utilizing the Microsoft Windows environment and working familiarity with Microsoft Office software required.

Computer Assisted Mass Appraisal System experience desirable.

Real Estate Appraiser

Salary: $42,224 – $56,389/year

The City is seeking a strong team member with primary responsibilities of residential appraising. Position requires thorough knowledge of theories, principles, practices and techniques of appraising real property; thorough knowledge of building construction practices; general knowledge of state laws and local ordinances relating to real property assessments; ability to read and understand building construction plans and specifications; ability to navigate developed and undeveloped terrain; ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values.

Must be proficient in spreadsheet software applications; Microsoft Word, Excel, Access and Database Management a plus.

Associates Degree in economics, finance, business administration or a related field with major coursework in real estate, economics or business supplemented by two years professional experience in real property appraisals or real property assessments. Virginia Appraisal Licensure, or designations such as RES or SRA preferred. Valid State driver’s license required.
